
Martín Larroque holds a degree in Economics by Universidad Autónoma de Madrid (UAM) and is a senior finance professional at Instituto de Crédito Oficial (ICO), the Spanish state financial agency and national promotional bank, with over 30 years of experience in international financing, EU programs,
project finance, public policy instruments, and relations with European institutions. Since 2017 he has worked in European Affairs and has led a team specializing in European programs products, such as InvestEU and CEF-AFIF.
He has recently designed and launched major InvestEU-backed equity products for sustainable infrastructure and affordable housing, structuring, negotiating, and implementing the agreements and operations with the European Commission, other European national promotional banks (Implementing Partners), fund managers and legal advisors.
Previously, he worked in public policy instruments (2010–2017), communication and external relations (2009–2010), project finance in Spain (2002–2009), and international project financing (1996–2002), managing operations in infrastructure.
